In 2004, the eastern provinces of Afghanistan cultivated approximately one-third of Afghanistan’s opium poppy. Nangarhar alone had 28,000 hectares—a 44 percent increase in area from 2003, and more than 70 percent of the households were involved in the illicit poppy economy, double the national average.
